Configurator Eligibility Compatibility Workflow Called twice in Customize

 Hi,
We  have set the Eligibility Display Mode = 2 ,Only eligible products appear in the product selection applets, so the user cannot see and pick ineligible products.

On Clicking the Customize Button in Siebel  then the following sequence of actions are happening Logs 

Work Flow  "Configurator Eligibility Compatibility Workflow" called twice with following Modes

1. Post pick(As Part of this Eligibility & Compatibility Checks are Done)
2. Pre pick(Only Eligibility Check is done)

Why 2 modes are getting called when clicking customize ?

Does it anyway related to Eligibility display mode (2)?

Can we control Skipping any of this Modes.

Please explain?
