Create Supplier Button not visible in R12 JSP page in a customized responsibility.

Hi,

I have a customized purchasing responsibility where in order to create a supplier I need to go to Supply Base>> Suppliers. At this screen button for Create Supplier is missing. I tried adding functions/menus in SysAdmin>Applications but button is not showing up. Please help.
