Table Conversion - Format Designator

I'm using Table Conversion on a Text file which has Header and Detail lines.  When I defined the Input to have a single format everything imports as expected.  When specifying multiple formats and set the Format Designator start column and length -- it does not import anything.  When reviewing the setup, I notice that Format Designator length is zero.  When I re-enter length and resave -- it again returns to zero.
