Cannot see Cloud option under Enterprise or Setup Menus in Enterprise Manager 12c

Hello, All,
This is likely a very simple question.  In Enterprise Manager 12c (12.1.0.2), I do not have the menu item "Cloud" under either Enterprise or Setup menus.  Is there a plugin that needs to be in place, or is there an option of Oracle Database that needs to be purchased to have this available?  I am looking into Schema as a Service as a valuable resource for the developers in our IT department.
