New implementation of R12.1.3 - Create APS partition missing

Hi,
We have created a fresh instance (DB + R12.1.3) .  We have applied the latest VCP patch 12.1.3.8.     However , we do not see the following concurrent programs

“Create APS Partition” or the “Drop Partition” in any of the responsibilities on the ASCP Side


Can someone, please let me know what is missing
