Customer Statement

We are having an issue with customer statements.  When running the notification refresh with no data selection at least one of the customers (actually an employee search type w/ customer master record) does not create F03B21 or a customer statement records for that particular customer even though they have AR balances and newly create invoices.  I have review the ab record, customer record and the invoice record comparing these records to a customer (who is also an employee) that does create F03B21 and customer statement records.  Also, when I data select specifically on that address book record when running the
