What modules must be installed to access the functionality Supplier Ship and Debit?

What modules must be installed to access the functionality Supplier Ship and Debit?

In this case the Trade Management application is not licensed (reviewed in the option System Administrator- Oracle Applications Manager -Applications Usage) therefore it's not installed.
We are trying to work with ship and debit applications but we have several errors, is possible to work with ship and debit functionalities without Trade Management Installed??
