User Notification Preference Update

We keep getting workflow notifications with the follwoing message:

The notification with the ID of 2476725 experienced problems when attempting to dispatch an email notification to the role FRED.LEIDERMAN@BOSCHREXROTH-US.COM.AMERICAN. Subsequently the notification preference for the following users has been set to DISABLED. Please correct the issue and re-enable their notification preference.

Where is this set, and how can it be re-enabled?  The purchase orders cannot be sent to this email.
