Count entries with the same count sequence.

in Value Chain Planning - EBS (MOSC) Question
 Hi,
Cycle count entries are generated with a specific count sequence however in our cycle count we have allowed the unscheduled entries to be entered so if I go and add an entry for an item with the same count sequence that was earlier generated for this item same location the system is allowing me to do it.

Is this an intended functionality of Oracle or is this a bug?

If this is a known bug do we have any solution for this?
