Siebel 8.1.1.10 Open UI - Site Map navigation issue

When you click on a link in the Site Map in Open UI - it moves you to either the middle or bottom.  Definitely not desirable in my book.

There are two documents that speak plainly of this issue, but the solutions offered are vastly different, so I am hoping for some clarification.

  • ID 1563920.1 says that the issue has been resolved in 8.1.1.11
  • ID 1566049.1 says "Product Management was consulted, and confirmed this is expected, desired behavior:  It is not a bug or defect, nor the result of a change in Open UI behavior."

I'm hoping first one is the truth as I cannot possibly see how the current functionality would be "desired".  Can anyone provide some clarification here?
