Credit Card Transaction Loader and Validation Programs

Hello All,

when we load same data file several times, 'Visa VCF 3/4 Transaction Loader and Validation Program' is allowing this and replacing the request id with latest. 

But 'MasterCard CDF3 Transaction Loader and Validation Program' is completing with unique constraint errors and not allowing to load same data file several times.

Could anyone explain why is this so? What should we do to let the master card transaction loader program allow this functionality?
