Charge lines in service request got submitted with out bill-to address.

HI,

For one of my users SR,I could see that the charge lines in service request got submited sucessfully to ordermanagement with out bill_to address.

but when i try to replicate the issue,I face an Error;Bill_to is required .

I wounder how charge line got submited with out Bill_to address.

Is there any option to supress validations in SR.so that i could replicate the issue
