Oracle 12c agent deployment on windows hangs on Initialization in Progress for hours

I have installed oracle cloud control 12c successfully on windows 2008 r2 64 bit server.  Now i am trying to deploy agent on another windows 2008 r2 64 bit server.  Took some struggles but I got past the remote validations phase of this (sshd running on remote host, etc).  
but now the initialization phase name I am hung on is "Trasferring Agent Software to Destination Host" and its been sitting on this step (with initialization in progress) for hours

I found the below information on the oms server which seems to be getting updated often:

on the oms server in following directory:
oracle/mw/gc_inst/em/EMGC_OMS1/sysman/agentpush/2013-07-12_07-29-41-am/applogs
