Failed to load resource dll"ssupgpures.dll" whie running upgrep for Siebel 8.1.1.10 upgrade on Windo

We are upgrading to Siebel 8.1.1.10 SIA from 7.8.2 SEA on Windows.  The following error message appears when we try and run the upgrep. We have tried to manually copy the DLL file to the E:\sba81\dbsrvr\BIN folder from E:\sba81\dbsrvr\BIN\enu as suggested but this does not work. Does anyone have any suggestions?
