Actual Labor cost of an employee

From where exactly the the hourly rate of an employee is picked, to calculate the actual labor charges when an employee charges an operation in a WO. is there a way to pick the employee salary? I see we have a standard cost check box in the operation.  I dont want to use standard cost that is defined at the resource level for the actual cost
