E1:PKG: what could be the reason data.CAB does not exist? (corrupt?, isn't locate in the folder?, ..

from this log:

  -  Compressed data file ***\package\datacomp\data.CAB does not exist.

 -  PkgInf.cpp:2778 PKGINF0089 ERROR: Failed to find the time stamp from file '\\SRVJDE2\E910\PY910\package\data\JDELocal_PY910.dbf' or ***\package\datacomp\data.CAB

I found :

E1: PKG: Data Folder JDELOCAL_ENVIR Missing in Data Package Directory for Custom Environment[Article ID 954432.1]

but to find the previous root couse:

what could be the reason data.CAB does not exist? (corrupt?, isn't locate in the folder?, ...)
