Forecast Start Date affects detail forecast generation

How does the forecast start date affect the generation of detail forecast by period?  When I use a future start date, the system does not generate data in the number of periods requested; if the start date is left blank (uses system date), forecast values are created but for periods between today and the desired forecast date which are not usable.
