Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. Workflow shortcut override

I use 'Send Message Extended' function to send external mail with a shortcut to an application.The shortcut looks like
http://123.456.78.9:85/jde/servlet/com.jdedwards.runtime.shortcut.ShortcutLauncher?scApp=P59TESTR&scForm=W59TESTRB

The link is working fine. I used P9654A - HTML Server Revisions to set up the IP and port number.
Now one of users, say USERAX is using another IP address to access JDE. How can I override the IP address only for USERAX.
USERAX may use a link like...http://231.165.20.9:85/jde/servlet/com.jdedwards.runtime.shortcut.ShortcutLauncher?scApp=P59TESTR&scForm=W59TESTRB
I reviewed the document "E1 WRKFLW External Mail Setup for Releases 8.9 and Later ID 1206873.1", which says it can be done using P986110|ZJDE0003. But how ?
