R12 ASCP improvements to keep Internal Requisition (IR)and its Internal Sales order (ISO) in sync

In R12 ASCP,  improvements to keep Internal Requisition (IR)and its Internal Sales order (ISO) in synchronized during reschedules and/or release.

We have ASCP R12 and COB (Constraint Based Optimizer) license. Our Source side (e-Biz) is on 11i.

My concern is as follows:

1) To use the R12 function of keeping IR/ISO in sync with each other is there any need to have both the instances on R12 or the existing structure (E-Biz on 11i and ASCP on R12) shall work?

2) To use the R12 function of keeping IR/ISO in sync with each other is there any need to  have oracle
