How to Automate purchase of second item when first item is ordered

 We have to include environmental fees on Purchase Orders for some items.  For example if we buy tires, a separate line must be created on the Requisition or PO for an environmental fee of $5.00 per tire.

Is there a way to automate this process so that the environmental fee is automatically added to the requisition  or PO when the identified item is requested or ordered?

customer used Base Inventory and Purchasing.  Configurator is not installed.
