New JDE 9.0 Enterprise Server

I am trying to install and configure a new JDE Enterprise server (v 9.0).   As a new CNC this is my first attempt.  I followed the installation instructions (JD Edwards EnterpriseOne Applications Release 9.0 Installation Guide for SQL Server on Microsoft Windows).  Everything appeared to complete normally.  However, I am unable to get the PORTTEST procedure to execute successfully on this server.  The log contains the following messages:
