Year End Carry Forward; Funds Available Carry Forward (Option 3)

In testing the Carry Forward process, we found that the Carry Forward process can be run for the exact same account range mulitple time and Oracle will not only allow this but will conitinually added to the carry forward beginning balance in the new fiscal year.  The client is extremely concerned as this could happen and since the process cannot be reversed, they are asking

1) is this intended functionality or is this a bug

2) if this is intended functionality, how can this error be corrected?
