Siebel F9 recipient box and template functioanlity

Hi,

We are using siebel F9 functioanlity under Inquiry views. We are facing some issues as below:

1. In different views, different behaviour is happening such as, in inquiry-action view: the receipients are coming as per Recipient Id BC user property and the templates are coming in the drop down based on the action BO. but in Inquiry->Attachment view, in both applets same set of Recipient and Templates are coming. it is behaving differently with the previous views. Please explain how these recipient and templates are populating in different views. please refer to the attached doc for refernce.

2.  How we can default different template in different applets/views?
