Unable to Close Payable Period

 Dear All,

This is Shariq. I'm trying to close Payable's Period but its giving me the below error.

APP-SQLAP-10000: ORA-20100: Error: FND_FILE failure. Unable to create file, o1410260.tmp in the directory, /usr/tmp. 
you will find more information in the request log occured in &CALLING_SEQUENCE with parameters (&PARAMETERS) while performing the following operation: DEBUIG_INFO..
