Customer Care: Default Party Site Use

According to Note: 1383999.1 the profile option :
Customer Care: Default Party Site Use is used in the address tab of contact center.
I set it to install at and saved a new address, but no action was taken (12.0 and later)
Even when clicking into the Usage block the new line is not initialized with value (what i would expect as a minimum)

Any ideas?
