OIE Attachments visible in Public Catalog

Hi,

when we add an expense report of type misscellanous to an expense report, after exporting this report to AP, the attachment is visible in Public Catalog.

How come? What triggers the fact that the attachment is part of the catalog and how to prevent.

Update,

we just found out that because of expense report export , attachments usage change occurs from one-time into standard, and are therefore visible in Public Catalog. Is this intended, we are not happy with this.
