BIOS fails to load after adding a PCIe attached GPU enclosure

I tried to add a 1u Enclosure with a couple of Nvidia Tesla GPUs to an X3-2L. It is connected via the Slot 1 x16 PCIe slot (The card is x16 only). When the card is installed, the BIOS no longer appears when system is powered on. The system appears to power on and the SP says the system is powered on, but no BIOS ever appears.
I thought this might be a redirection of video issue, but there is no way to redirect the video output in the BIOS level. Have some options been removed from the standard UEFI Aptio Setup Utility? The Project version is 18.03.03.00.
