SLA Hot Patch

I need to run the SLA Hotpatch.   My Oracle version is 12.1.3.   I am suppose to enter the initial date in the SLA: INITIAL DATE FOR HISTORICAL UPGRADE profile.  

My question :  Am I suppose to see a calendar in the field.  When I click on the three little dots for the LOV nothing come ups.
