13246544. 12.1.3 - Readme not clear is already on 12.1.3

We are planning to run "SLA Post Upgrade patch" to convert all out historical data.
As a part of this we are following the note "Mandatory patches before running SLA Hot Patch [ID 1460065.1]". We are clear on all the patches except patch 13246544.

The patch readme says this patch has to be applied in pre-install mode before the upgrade to 12.1.3.

But we already upgraded to 12.1.3. Please kindly advise what should we do in our situation.

Current version of file:
applmgr@denux022: /opt/apps/products/R12/R12UTL/r12utlappl/fa/12.0.0/patch/115/sql> strings -a FAEVUPGB.pls|grep Header
