R12 Payments - XML version

 Hi Gurus,
We are trying to implement electronic payments through our bank HSBC. Bank informed that our test file cannot be processed since it is in XML version 1.0 and they need a version 2.0 or 3.0. 

I'm not sure what this means and how it can be achieved. Appreciate any help.
