Customer Web Page personalization not displaying site level for Oracle R12 customer

When adding the customer classification as a field during customer creation, the site level value for updating the personalization is not displaying.

I tried to then render at the Org level, the label of Classification is displayed but not the enterable field. It almost looks like a profile option but am unable to find one that would impact this. Has anyone experienced this issue?
