Error:Unable to discover any voting files,

Hi Team,
We have 11gR2 RAC  ,3 nodes set up in  our environment.
The Oracle RAC cluster is not coming up after re-boot of servers. while checking hte logs we found the issue as

[cssd(26465)]CRS-1714:Unable to discover any voting files, retrying discovery in 15 seconds; Details at (:CSSNM00070:) in /u00/app/11.
