Can the requester able to see his requsition if another user create on his behalve the requsuisition

I am a preparer A

I have created a requisition and I have entered the requester B

security on the document type is purchasing

requester B is not a buyer

1 - Can requester B  able to see the requisition in iproc and in requisition summary form

2 - what does it mean requester's organization
