iRecruitment Offer letter templates (New template)

in EBS Customizations (MOSC) Question
Within iRecruitment “Offers Workbench > Candidate Details” a manager/recruiter has the option of selecting a different  offer letter template to generate an offer letter for a potential new hire.

My question is, Where is this drop down menu populated from?
I added 5 new offer letters via XML Publisher and I was expecting to see those offer letters on this list but I do not.

Note: I was unable to add the new templates to the default associations.

Any help would be greatly appreciated. Thanks!
