Eligibility Result

This is my scenario for eligibility new hire;  full time employee working in California having a spouse.  My anticipated result is  that if within 30 days of eligibility , then allowed enrollment employee plus spouse otherwise employee only. 

How can I achieve the anticipated result?. Should I set it up as eligibility  profile then  I will attached it to new hire LE?
