Can you add Business group and reassign existing ledger , legal entities and SLA

 We currently operate in  US and Canada and currently have two business groups to accommodate  payroll in twp countries 

We have a trial project in a new country .  currently payroll will be outsourced. 

MY question  

if we decide to implement payroll later , we will require a new Business group.  . 

Can we reassign the exiting ledgers, legal entities , operating units and SLa , secodary ledgers  to the new business group  at the time we require to bring Payroll  in house?
