Unable to Generate local DB from siebel tools

Hello,

am unable to populate my local DB using siebel tools.

  1. I have Generated DB successfully.
    Extracted DB successfully.
    but when logging to siebel tools and asks me to intialize the local database, I got the following errors:
    1st error : Unable to Connect to server
    2nd error : -->Cannot open connection to FALSE.  The Synch Manager component on the server is most likely unavailable.
    3rd error: Internal: unknown hostname
    I checked Synch Manager component and it was online and active.

I also checked the odbc connection and test the connection and the connection was established.
I ping the database server (which i will connect to populate my local DB) but it gave me REQUEST TIME OUT, and that was my doubts.
