What is the FORMS variable in the default.env ?

Currently working with a 12.1.3 E-Business suite instance on Windows. The instance was recently cloned successfully and without any errors.
Running into an issue compiling Oracle Application forms. Regardless of which form is compiled, a pop up window comes up saying that the file <10.1.2 Oracle Home>/forma/mesg/fmcus.msb cannot be found.

No message is recorded in the adadmin log or worker files - the popup window appears from the Operating System. Tried compiling the form manually from command line (outside the adadmin session) and the same popup window appeared.

Found note 605789.1: "COMMON ERRORS ENCOUNTERED WHEN COMPILING FORMS WITH A "NON - ORACLE" user". Item 3 in the note discusses this and says:
