Create Customer Item Instance in Field Service Dispatcher Responsibility Error!

Hi,

We got first error which is 'Invalid Responsibility Specified' error as you can see detail in attachment.

When we added the following responsibilities to user, error is changed to 'You do not have access to this functionality'. How can we resolve this issue?

+ Oracle Installed Base User
+ Oracle Install Base Service User
+ Oracle Installed Base HTML Service
+ Oracle Enterprise Install Base

In addition we don't want to add these responsibilities to user? This is pointless.
