Time Entry - Beginning/Ending Time?

Is there a way to configure speed time entry (or any other Time Entry application) to have a beginning time and ending time field and then calculate the hours based on the beginning and ending time?  Simillar to the P311221 used by Manufacturing?

Currently running E1, 9.1.
