Instance status is not changing to Expired for Order Management - Ship/Fulfill transactions

IB transaction subtype (Expire Rental) defined with Change owner to External and Status to Expired and attached Order Management - Ship/Fulfill transaction to the this IB transaction subtype (Expire Rental). When we do Ship the item(Serialized at Receipt) to customer.as per above setup, IB status should change to Expired and Owner should be changed to Customer name, but this is not happening, IB status is still in the Created Status and Owner as GE.

When I check the serial number item  in the transaction error processing form. Error message is "Instance End Date is needed for Terminable Statuses defined in Installed Base Statuses Setup Table."
