What am I missing that is causing my 11gR1 (11.1.1.6) Forms/Reports configuration to hang up?

The problem:
  During configuration of Forms and Reports, the Creating Domain step hangs up (never finishes)

Some history:
  I have installed the 64-bit and the 32-bit version multiple times, this time is causing problems I still haven't figured out. The previous install on a 64-bit PC was not on this PC.
 
The environment:
- Win 7 64-bit with 4G RAM and 24G free hard disk  
- Weblogic Server generic installer, 11gR1 10.3.6, install file V29856-01
- Forms and Reports 64-bit installer, 11gR1 11.1.1.2, 64-bit install file V18785 1-4 of 4
- Forms and Reports 64-bit installer, 11gR1 11.1.1.6, 64-bit install file V29850 1 of 1
- Java 64-bit JDK & JRE 1.6.0_45
