For false case in Personalization, menu linked window fails to open up

We have done Form personalization to supress the dispaly of Control menu form in 'Purchase Order Summary' form of PO module using Tools->Control

This is being done to restrict only original Buyer to change status of PO header, Lines or Shipments.

Although, the restriction is showing the effect for non-owner of the PO, for the PO owner, the Control window fails to open up.

The trigger event used for Perosnalization is 'SPECIAL2' and Condition is ${ps.user_id.value}<>:HEADERS_FOLDER.CREATED_BY. In actions, Message Type is Erros with text:"='Control is allowed only to PO creator' "
