How to apply tax line on partial value of Basic Line amount

Hi,
I have to apply Service tax 12.36 on 70% of Basic line value. How to do the setup for this requirement.
Ex: Basic line value 1,00,000

Service tax : 12.36 to be applied on 70% of basic value (1,00,000)  i.e., 70,000
