Limiting access to Submit Button on Charges Tab

We wish to limit the access to the Submit button on the Charges tab in the Field Service module. Restriction will be based upon responsibility. We tried using the Function Exclusion process but the Submit Charges Button does nte seem to be found using this method.  Does anyone know the actual function name we are trying to limit or will we have to do a form personalization?
