How to create and maintain small position/rules changes in intermediate alignments

Dear TM (Siebel Territory Management) experts,
A customer have a new Siebel TM implementation where a major alignment for TM account was run.

They have defined a doc to maintain and according to this doc the best approach was to copy the major alignment and create new intermediate alignment for new positions and rules that need to be changed.

For example, after some time one new position should be added to the alignment or a additional simple condition should be included for some region. What they are doing is to always copy the major alignment and setting it as intermediate and then adding the new position (or including the new additional condition in the rule). After some time they will have a dozen of intermediate alignments running where for most of them the rules and positions to be assigned are almost the same (90%). What would be the best approach in terms of adding new position and rules to
