Not setup as worker to access requisition form

We are using EBS 12.1.3

The user report that when he tries to access the requisition form it gives the message, you are not setup as worker. To access the form you need to be setup as a worker.

The HR modules shows that this user is setup as employee in the employee record. Also his user account is linked to person for his employee records. He has the view only responsibility. So he is not able to create requisition, but he should still be able to view requisition. But, right now seems like he is not able to access the requisition form also to view requisition.It gives the above message. What am I missing? Where else should I be looking for solving this issue? I am relatively new to EBS. Gurus, please advise. Thank you very much.
