Clauses - New Version

Hello,
My client created several contract clauses to be used on their Standard POs; however the buyer who performed the data entry flagged them all as Provision. When I try to create a new version to the clause it does not allow me to remove Provision flag. Is this intended functionality? I also validated the Read Only flag in personalizations is set to false.
