Pending move transactions stuck for OSP WIP jobs

 Hi
We are on 11i and our Inventory organization negative balances are not allowed 

We are facing issues with OSP WIP jobs where when do the receipt of the OSP part move and completion transactions gets performed for the WIP job and the job gets completed. However one record for move and completion transaction gets stuck in Pending WIP Move transactions because the stock for the component for that particular WIP job is not enough and after building sufficient on hand stock for the component when we resubmit the transaction it is not getting removed from the Pending WIP move transactions and is again getting stuck in error.
