Global Security Profiles using "Project Task Owning Organization" Clasification

When you define Grobal Security Profile you can use an organization hierarchy or you can just list all organizations that you want to include for that security profile. List of organizations shows not only Operating Units but also any other clasifications. Lets say that I have just one Operating Unit and three Project Task Owning Organization. Is it possible (using global security profile) to create one responsibility in which I can use only two Project Task Owning Organizations and the other responsibility with all Project Organizations?

If yes, what I should do because I created a security profile as described and it doesn't work as intended.
